Highest Rated doesn't make sense

I'm sure you are working on this, but when you click on "Highest Rated," it returns everything in seemingly random fashion. It first shows 1 star ratings, then maybe some 2 stars, back to 1 stars, a 5 star, then....etc. The 5 star rated content is not listed first. Would like to see more sense in this feature to assist in subscribing to content for My Library.
